Job Title: Chief Financial Officer

Department: Administration

Reports To: Executive Director

Pay Grade: 81

FLSA Status: Exempt

Relocation Assistance: Relocation Assistance is available for highly qualified candidates and may include:

Summary

The Chief Financial Officer is responsible for strategic planning, tactical action, and operational decision making for the Children’s Trust of Alachua County’s (CTAC) fiscal activities, including revenue collection, expenditures, payroll, accounting and auditing, income tax and utility billing, treasury and debt management, and other related accounting and finance practices. Assists and advises the Executive Director in the development and execution of the annual budget and other administrative matters.

Essential Duties and Responsibilities

Accounting and Finance

  • Serve as the primary financial advisor for CTAC and provide relevant financial information/advice to the Executive Director and Board on all strategic and tactical matters as they relate to financial management and reporting, tax administration, cost benefit analysis, financial forecasting, management of debt service, and the securing of new funding.
  • Collaborate with board members, Executive Director, and team members to assess internal and external trends and issues, revenue sources, expenditure requirements, service demands, and other relevant matters and facilitate development of long-term fiscal strategies.
  • Ensure finances support CTAC programs and strategic priorities.
  • Ensure proper management and investment of the CTAC’s funds; serve as the liaison with the financial services contractor who selects types and terms of investment to coincide with cash flow needs.
  • Communicate and provide guidance regarding financial information both internally and externally so that a proper understanding will result in informed decisions.
  • Ensure CTAC financial policy and practice is aligned with local, state, and federal laws, regulations and financial and accounting standards.
  • Ensure work is done in accordance with Government Accounting Standards Board and all other industry best practices.
  • Submit quarterly statements of the financial condition to the Executive Director, Board Members and public.
  • Report regularly to the Executive Director and Board Members on any budget matters including modifications.
  • Develop and maintain short- and long-term financial plans; ensure financial resources are available to fund strategic and capital plans.
  • Provide financial reports on various budgetary data for Board members, outside agencies, county personnel, numerous grants, and state and federal reports.
  • Manage the annual external audit process; schedule audit and related workflow; request audit related information from other departments; prepare required schedules, reports and work papers; review final report for accuracy before submission; review findings and develop strategies to address areas of improvement.
  • Prepare and submit required state and federal reports.
  • Manage the debt service and participate in debt financing analysis and strategies.
  • Review and monitor on-going administration of budget, accounting and billing processes; review budget systems and develop methods for improvement.
  • Maintain a general accounting system for the CTAC and financial records for each department; maintain separate accounts for items appropriations, amounts paid, unpaid obligations against the accounts, and the unencumbered balance.
  • Through delegated authority of the Executive Director, reviews and approves requests for travel and credit card expense reimbursement.

Education and Experience

  • Bachelor’s Degree and 3-5 years finance experience in a government setting preferred.
  • Two (2) years leadership experience.
  • Proven experience in accounting, financial management, audit, revenue management, working capital, and cash flow management.

While performing the duties of this position, the employee regularly alternates between sitting for long periods of time when using computer and computer keyboard; physically moving around from department to department. Specific vision abilities required by this position include close vision, distance vision, depth perception and the ability to adjust focus.

The workplace is a comfort controlled open office environment. The noise level in the work environment is usually moderate. When outside the office the work environment, the employee is occasionally exposed to outside weather conditions.
