Job Description
Under the direct supervision of the Assistant Human Resources Director, the Human Resources Coordinator (“Coordinator”) will primarily be r esponsible for the management and oversight, reconciliation, processing of any needed documentation and reporting to all levels within the MSO of any federal and Commonwealth of Massachusetts statutorily authorized employee leave, as well as, all employee leave subject to collective bargaining agreements and MSO policy and procedure . This is an exempt, full time, at-will employment position.
Additional duties and responsibilities include, but are not limited to, the following: - Processing accrued leave reports for review by the Payroll Auditor, Assistant Human Resources Director and Assistant Superintendent / Human Resources;
- Monitoring, reconciling and reporting any possible leave abuse patterns and if needed, processing appropriate levels of discipline per collective bargaining agreements and MSO policy and procedure;
- Ensuring employee compliance with all MSO human resource and payroll policies and procedures;
- Administering the MSO benefit incentive testing and classes, correctional entry level exams and promotional examinations and other benefits noted in collective bargaining agreements;
- Assisting other Coordinator(s), when needed, with MSO employee recruitment, onboarding processes, maintaining employee personnel files, data-entry within the MSO payroll system and the Commonwealth of Massachusetts Human Resources Compensation Management System (HR/CMS), processing internal and external job bids and postings in accordance with collective bargaining agreement parameters and MSO policy and procedure;
- Assisting other Coordinator(s), when needed, with the processing of health/dental/vision/life insurance inquiries from employees all employee issues regarding industrial accidents and associated workers compensation benefits;
- Interpreting labor contracts, administering benefits and providing data and information for labor negotiations in accordance with collective bargaining agreements.
- Assisting MSO management with the responses to union grievances regarding contractual issues;
- Completing and submitting required reports to comply with federal and Commonwealth of Massachusetts reporting requirements;
- Ensuring compliance with all American Correctional Association (ACA) accreditation reporting requirements pertaining to human resources;
- Processing requested employee verifications;
- Working with Legal, Payroll and other managers to address employee issues;
- Performing special projects and other human resources duties as required by the Assistant Director or Assistant Superintendent / Human Resources.
Working Conditions: The hours of work will be 9:00a.m. to 5:00p.m. on Monday through Friday and subject to change based on the discretion of management. Occasionally will be required to meet and work with employees in a correctional setting. The individual selected must be cognizant of the confidential and sensitive nature of a law enforcement agency with the ability to maintain confidentiality for all employees.
Qualifications: - Bachelor’s degree preferred;
- Two (2) or more years’ experience in a human resources environment;
- Proven knowledge of United States Department of Labor, Family Medical Leave Act (“FMLA”) guidelines, applicable state of Massachusetts Paid Family Medical Leave Act (“PFML”) guidelines and all other associated federal and state applicable leave requirements;
- Working knowledge of HR/CMS and applicable Commonwealth of Massachusetts Human Resources Division (HRD) guidelines;
- Strong research and analytical skills;
- Exceptional phone etiquette and active listening skills;
- Strong customer service, conflict resolution and diplomacy skills and able to solve problems and de-escalate situations in a timely manner;
- Proven ability to follow up clearly and promptly with staff and management;
- Ability to build and maintain collaborative relationships with internal and external stakeholders;
- Independently work in a fast-paced environment while handling a large volume of work and paying close attention to detail;
- Strong oral, written, organizational and time management skills with the ability to maintain comprehensive and cohesive records;
- Proficient in Microsoft Access, Excel and Word.
In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Must have an active valid driver’s license and the right to legally operate a motor vehicle in Massachusetts and pass a criminal background check.
